The U.S., Colorado and Mexican governments want to encourage Mexicans here illegally to report crimes.

They call it a milestone: a memorandum of understanding between the U.S., Colorado and Mexico. The main target? Crimes committed against Mexicans who are in the U.S, both legally and illegally.  See 9News story here
